Le texte qui suit n'est que la deuxième partie de ma réponse à un ami en ligne au sujet de la mondialisation et du rôle que la France peut y jouer. Le lecteur trouvera d'abord le commentaire initial et les questions posées; ma réponse commence par un bref aperçu de mon parcours et de ma connaissance de la France, éléments essentiels pour bien saisir les fondements de ma démarche. Avez-vous entendu parler des débats autour du Global Shift ou remarqué les récents changements économiques ? Avez-vous des stratégies pour gérer ces changements ? Merci de m'avoir donné l'opportunité de rédiger des articles intéressants à partir de ma réponse à votre question ! Ma réponse précédente ne constituait en effet que la première moitié de ma réponse ; je la complète ici avec la seconde. J'ai toujours besoin d'écrire en deux temps lorsqu'une personne (comme vous en l'occurrence) m'interroge sur un sujet que je n'ai jamais abordé auparavant. Je rédige d'abord un premier texte qui pose les bases de mon raisonnement ; je me donne ensuite un peu de temps pour y réfléchir et finalement développer le reste de ma réponse. Vous l'avez peut-être déjà ressenti, puisque la France n'était pas mentionnée dans la première partie (ma première  réponse).

 

J'ai terminé mon texte précédent avec l'exemple du prophète Jonas et des Ninivites, et je vais maintenant commencer par eux ; on dit qu'ils ne faisaient pas la différence entre leur main droite et leur main gauche (« plus de cent vingt mille personnes qui ne savent pas distinguer leur main droite de leur main gauche »). C'est précisément ma méthode : les fondements constituent ma première partie et le développement de mon raisonnement, ma seconde.

 

Étant donné que vous êtes française, vous faites certainement référence aux débats sur la mondialisation et la France, en évoquant également la situation économique et financière actuelle du pays. Et lorsque vous me demandez mon avis sur les stratégies possibles pour gérer ces changements, vous pensez assurément à la France.

 

Je crois qu'aucune proposition stratégique globale ne peut être élaborée face au déclin majeur d'un pays sans :

a) une évaluation précise de la situation ;

b) une compréhension des modalités de ce déclin ;

c) l'identification des véritables ennemis ; et

d) la mise en œuvre de stratégies efficaces pour renverser la situation face aux ennemis précédemment identifiés.

 

Dans la présente partie de ma réponse, j'aborderai les deux premiers points, tout en vous offrant un bref aperçu de mon parcours.

 

1. Bref aperçu de mon parcours et de ma familiarisation avec la France

Bien que j'aie vécu dans de nombreux pays d'Asie, d'Afrique et d'Europe après avoir quitté la France en 1981, et malgré mes rares visites (la dernière remontant à août 1999), j'ai continué à suivre de près les évolutions socio-économiques et politiques qui s'y sont déroulées au cours des dernières décennies. Je suis plusieurs débats et j'écoute attentivement les interviews et les conférences. La liste serait longue si je devais l'énumérer.

 

À quelques exceptions près, je crois que vous êtes pris dans un tourbillon de confusion et qu'il vous est impossible de prendre du recul pour voir ce qui s'est réellement passé en France ces cinquante dernières années. Avant même d'entamer mes études supérieures en France (1978), je suivais de près l'actualité politique et les débats intellectuels et universitaires, d'autant plus que j'avais suivi des cours de langue et littérature françaises à l'Institut français d'Athènes, après avoir été élève pendant six ans (1968-1974) au lycée Léonin d'Athènes.

 

Bien que j'aie été résolument partisan de Jacques Chaban Delmas en 1974, j'ai progressivement éprouvé de la sympathie pour Jacques Chirac lorsqu'il était Premier ministre. Pourtant, au second tour de l'élection présidentielle de 1981, j'ai préféré François Mitterrand à Giscard d'Estaing (que je détestais profondément). Mais Mitterrand a commis une grave erreur en ne comprenant pas l'impact cumulé des mandats de Margaret Thatcher et de Ronald Reagan en Occident ; il a gaspillé inutilement du temps, des ressources et sa vision pour la France avec le désastreux gouvernement de Pierre Mauroy, pour finalement se voir attribuer le titre sarcastique à la une de L'Express : « Capri, c'est fini » (1984).

 

Pourtant, la France était bien le pays qui avait créé le Minitel dès les années 1980, alors qu'une telle chose était absolument inconcevable pour la Chine, l'Inde, le Brésil, et même l'URSS. Bref, j'étais très déçu par Jacques Chirac et Alain Juppé (« le meilleur d'entre-nous » !). Je vais vous donner la date précise à laquelle j'ai réalisé que la France était confrontée à de sérieux problèmes. Mais n'oublions jamais le Minitel ! Cela a bel et bien existé par le passé, et cela en dit long.

 

En octobre 2001, alors que je vivais au Caire et travaillais pour une publication anglophone, je rendis visite à l'attaché commercial de l'ambassade de France dans son bureau de Zamalek et m'entretins avec lui au sujet du développement et de la mise en œuvre d'Internet en France. Il était très sincère, et c'est pourquoi l'une de ses phrases me choqua :

 

« Mais ne croyez pas qu'il existe en France l'équivalent de Microsoft ! »

 

Ayant admiré Charles de Gaulle durant mon enfance, à l'âge de 8 ou 9 ans, à Athènes en 1964-1965, et ayant été profondément touché par ses voyages constructifs en URSS et en Chine ainsi que par ses relations avec ces pays, j'ai immédiatement ressenti que l'indépendance de la France était menacée ; si cette situation perdurait, elle aboutirait inévitablement à une catastrophe. Il m'apparaissait clairement que ce problème serait également préjudiciable à de nombreux autres pays, notamment l'Allemagne, la Russie, la Chine, l'Inde, le Brésil, le Japon, l'Italie et le Mexique, pour n'en citer que quelques-uns.

 

2- France : les modalités de la chute et un bilan de la situation

- Pourquoi ne pas mentionner l'Angleterre parmi les pays précédents ?

- Parce qu'après l'assassinat d'Abraham Lincoln aux États-Unis (1865), les Anglais sont parvenus à s'infiltrer progressivement dans l'administration, l'économie et l'enseignement supérieur américains, formant ainsi un État occulte au sein de l'État américain. De ce fait, la suprématie américaine devient en quelque sorte une forme indirecte de suprématie anglaise. Je crois que plusieurs présidents américains ont pleinement compris ce problème, mais toute tentative de le résoudre peut s'avérer fatale ; c'est pourquoi le problème perdure et que nous devons toujours en tenir compte. C'est précisément le problème majeur auquel Donald Trump est confronté aujourd'hui : il doit éliminer tous les agents secrets et pions de l'influence anglaise afin de contrôler pleinement et efficacement ce qu'on appelle l'« État profond ».

 

L'échec de la Chiraquie en 2007 et l'élection du criminel Sarkozy, véritable ennemi de la France, à la présidence du pays, ont constitué pour moi la preuve irréfutable que, dans un monde en pleine mutation, Paris devenait rapidement la capitale d'un État de second rang. Certes, le droit de veto existe encore au Conseil de sécurité de l'ONU, mais soyons francs ! Il est réduit à un vestige inefficace et donc dénué de sens.

 

Est-ce que j'exagère?

 

Non ! Que s'est-il passé après le meilleur discours jamais prononcé au Conseil de sécurité de l'ONU ?

 

(Je parle bien sûr du discours de Dominique de Villepin début 2003)

 

La réponse est simple : « rien » ! La France a seulement menacé d'utiliser son droit de veto !

 

L'invasion américaine de l'Irak signifiait que les forces qui contrôlaient les États-Unis à l'époque se moquaient éperdument de la communauté internationale et qu'elles entendaient poursuivre la mise en œuvre de leur agenda néfaste.

 

Pourtant, en 2003, quelques personnes intelligentes en France scandaient le slogan : Paris – Berlin – Moscou – Pékin.

Mais tout cela, et bien plus encore, a été enterré en 2007 avec le vote idiot en faveur du « Gnome de Paris » (comme j'appelais ce personnage malfaisant, tandis que d'autres l'appelaient « Gnome de Neuilly »).

Avec Sarkozy, Hollande et Macron, la France est devenue une pièce à exposer dans le Musée des nations disparues, un musée purement hypothétique mais indéniablement réel ! Non ! N'ayez crainte ! Ur, Uruk, Eridu, les autres anciens royaumes sumériens et l'ancien Élam sont exposés dans une salle séparée !

 

Je vous ai déjà parlé de ma rencontre avec l'attaché commercial français au Caire en 2001.

 

Mais j'ai été très surpris en 2019 (il me semble) de lire que, même en cas de panne mondiale d'Internet, la Russie était déjà capable de le maintenir opérationnel à l'échelle nationale (pour ses serveurs), et que Moscou était ainsi le deuxième État au monde, après la Chine, à pouvoir agir en conséquence.

 

Il était donc tout naturel pour moi de me demander :

« Pourquoi pas la France ?»

 

Et il va de soi que l'on peut se poser la même question pour de nombreux autres pays.

 

Dès lors, on peut aussi se demander :

 

« Pourquoi n'y a-t-il pas de Google français, d'Amazon français, etc. ? »

 

La réponse est simple : l'échec de la Chiraquie et la présence des successeurs de Chirac, soit étranges, soit incompétents.

 

Il y a pire encore : la dynamique des différentes composantes de l’économie mondiale, l’interconnexion entre certaines d’entre elles (BRICS), la dédollarisation progressive, les conflits internes au sein du monde occidental et l’inertie persistante de la France ont engendré une nouvelle situation mondiale dans laquelle la France, contrairement à la fin du second mandat de Chirac, apparaît déjà comme un État de troisième rang, risquant de sombrer encore davantage si aucune mesure n’est prise immédiatement.

 

Que veux-je dire ?

Premièrement, je ne tiens pas compte de l’Union européenne, car elle n’est pas un État et ne le deviendra jamais.

 

Deuxièmement, en considérant l’année 2025, il serait raisonnable de classer les 30 principales puissances mondiales comme suit (tous paramètres confondus) :

 

Premier rang : États-Unis, Chine et Russie

 

Deuxième rang : Inde, Japon, Brésil et Allemagne

 

Troisième rang : France, Royaume-Uni, Italie, Indonésie, Mexique, Turquie, Corée du Sud et Iran

 

Quatrième  rang: Espagne, Pakistan, Arabie saoudite, Égypte, Bangladesh, Vietnam, Taïwan, Pologne, Nigeria, Canada, Australie, Pays-Bas, Thaïlande, Argentine et Malaisie

Cependant, je crois que l'ensemble de l'élite politique, financière, universitaire et intellectuelle française a été de plus en plus désorientée après le départ de Charles de Gaulle, et que le peuple français a été induit en erreur, polarisé autour de faux dilemmes, de promesses illusoires et d'une vision déformée de la réalité internationale. Cette situation est comparable à celle d'un bateau qui, voguant sur une rivière sans moteur et emporté par le courant, pénètre dans un lac, perd sa destination et s'immobilise.

 

C’est pourquoi nombre de commentateurs, d’intellectuels, d’hommes d’État et de politiciens français évoquent aujourd’hui Charles de Gaulle, dans l’espoir désespéré qu’en imitant son exemple, le pays puisse connaître un redressement spectaculaire. Malheureusement, cela n’arrivera pas, car il est désormais trop tard. Cette éventualité aurait eu une chance au début des années 1970, lorsque, de façon aussi pathétique qu’absurde, sous la direction de Georges Pompidou, la France a accepté l’Angleterre au sein de la Communauté européenne.

 

Il est tout à fait normal qu'un Français d'aujourd'hui trouve Chirac meilleur que Macron, Mitterrand meilleur que Hollande, Giscard meilleur que Sarkozy, Pompidou meilleur que tous, et de Gaulle meilleur que Pompidou ; mais cela ne peut mener à rien, car la destruction causée, les dommages engendrés, les occasions manquées, les changements survenus et la situation qui en découle obligent un observateur perspicace à comprendre que les possibilités de la France d'être rétablie, reconstituée, réaffirmée et réinventée dépassent largement les limites temporelles de la Ve République, ainsi que celles de tous les régimes attestés en France après le Congrès de Vienne.

 

Demain, dans l'unité 2 de ma deuxième réponse, je vous expliquerai pourquoi celui qui sortira la France du cauchemar actuel doit porter la botte de Napoléon à la jambe droite et l'escarpin de Louis XIV à la jambe gauche.

Global Shift and France

 

What follows is the second part of my answer to an online friend about the so-called Global Shift and France. As the conversation was held in French, the present article is the English translation of my response. In the beginning, readers will go through the initial comment and the questions; my reply starts with a brief flashback to my past and to my familiarization with France, topics that I had to state so that every person realizes best the foundations of my approach. Hello! I hope you're doing well! Thank you for following my page. I wanted to address a topic that raises some questions. Have you heard about the debates surrounding the Global Shift or noticed the recent economic changes? Do you have any strategies for managing these changes? Feel free to share your thoughts!

 

My response

Thank you for offering me the chance to produce interesting articles out of my response to your question!

 

The previously sent answer was indeed only the first half of my response; I complete my reply with the second half. I always need to write on two occasions every time someone (like you on this occasion) asks me about a topic on which I never wrote in the past. I come up with a first text, which sets the foundations of my approach; I then offer myself a brief time to eventually reconsider and finally build the rest in my mind. Perhaps you already felt this, since there was nothing about France in the first part (my first response).

 

I ended my previous text with Prophet Jonah and the Men of Nineveh, and I will start with them now; they are said not to make a distinction between their right and left hand ("more than a hundred and twenty thousand people who cannot tell their right hand from their left"). This is exactly my method; the foundations reflect my right hand (part) and the construction of my approach consists in my left hand (part).

 

Since you are French, you certainly refer to debates about the Global Shift and France also hinting at the present economic-financial circumstances of the country. And when you ask my thoughts about potential strategies to manage the said changes, you surely think of France.

 

I believe that no comprehensive proposal for eventual strategies can be possibly reached, in the advent of a major decline of a country, without

a- establishing a correct assessment of the situation,

b- understanding the modalities of the fall,

c- identifying the true enemies, and

d- finding out resourceful strategies to turn the tables on the earlier identified enemies.

In the present part of my response, I will discuss the first two points, also offering to you a flashback to my background.

 

1- Flashback to my past and to my familiarization with France

Although I have lived in many countries of Asia, Africa and Europe after I left France in 1981 and in spite of my very few visits (the last being in August 1999), I did indeed keep monitoring the various socioeconomic and political developments that have taken place there over the past decades. I do follow several debates and I also listen attentively to interviews or conferences. The list would be long if I started to enumerate.

 

With the exception of few people, I believe you are taken in a maelstrom of confusion and you cannot take distance from it, so that you see what truly happened in France over the past 50 years. Even before starting my postgraduate studies in France (1978) I was closely monitoring the political developments and the intellectual–academic debates, even more so because I used to attend courses of French Language and Literature at the French Institute of Athens, after having attended for six years (1968-1974) the French High School of Athens (Lycée Léonin).

 

Although I was certainly in favor of Jacques Chaban Delmas in 1974, I gradually started sympathizing Jacques Chirac as prime minister; yet, in the second run of the 1981 presidential elections, I preferred Francois Mitterrand to Giscard d'Estaing (so much I detested the latter in every sense). But Mitterrand was extremely wrong not to understand what the combined tenures of M. Thatcher and R. Reagan meant in the West; he unnecessarily wasted time, resources, and vision with the disastrous Pierre Mauroy government to end up with the sarcastic comment of the cover page of L'Express "Capri, c'est fini" (1984).

 

All the same, France was still nevertheless the country that set up Minitel as early as the 1980s, when something like that was absolutely unconceivable for China, India, Brazil, and even the USSR. So, in brief, I was very much disappointed with Jacques Chirac and Alain Juppé ("le meilleur d'entre-nous"!!); and I will give you right now the exact date when I realized that France was facing very serious problems. But keep always Minitel in mind! It did exist in the past and this tells us much.

 

In October 2001, I was living in Cairo, working for an English-medium publication; I visited the Commercial Attaché of the French Embassy in his office in Zamalek and I had an interview with him as regards the development and the implementation of the internet in France. He was very sincere and that's why one of his sentences shocked me:

- But do not think that there is in France the equivalent of a Microsoft!

 

Having had Charles de Gaulle as my hero when a 8-9 years old child, back in Athens in 1964-65, and having adored his constructive travels to and relations with the USSR and China, I felt automatically that France's independence was in jeopardy; if this situation continued it would surely end up in a calamitous manner. It was clear to me that this issue would also be bad for many other countries, notably Germany, Russia, China, India, Brazil, Japan, Italy and Mexico to name a few.

 

2- France: the modalities of the fall and an assessment of the situation

- Why do I not mention England among the previous countries?

- Because after the assassination of Abraham Lincoln in the US (1865), the English managed to gradually infiltrate in the American administration, economy and higher education, thus forming a hidden state within the American state, and this makes in a way the American superiority an indirect form of English superiority. I believe that there were several American presidents, who deeply understood the problem, but any attempt to solve it can be lethal; that's why the problem is perpetuated and we have to always take it into consideration. This is actually the major problem that Donald Trump is facing now; he must exterminate every single secret agent and pawn of the English cholera in order to duly and fully control the so-called "deep state".

 

The failure of the so-called Chiraquie in 2007 and the election of the criminal Sarkozy, a true enemy of France, as president of the country constituted for me the conclusive evidence that, in a globally shifting world condition, Paris was rapidly becoming the capital of a second class state. Yes, there was still the UNSC Veto power, but let's be frank! This was indeed reduced to an ineffective and therefore meaningless relic from the past. Do I exaggerate?

 

No! What happened after the best speech ever given at the UNSC?

(I mean of course the discourse made by Dominique de Villepin in early 2003)

The answer is simple: "nothing"! France only threatened to use the Veto!

The Americans invaded Iraq, which meant that the forces that controlled the US at the time did not give a damn of the international body and that they intended to continue the implementation of their nefarious agenda.

Still, back in 2003, there were some intelligent people in France who used to utter the slogan: Paris – Berlin – Moscou – Pékin.

With Sarkozy, Hollande and Macron, France became an item to expose in the purely hypothetical but undeniably real Museum of Defunct Nations! No! Please, do not worry! Ur, Uruk, Eridu, the other early Sumerian kingdoms, and Ancient Elam are exposed in a separate hall!

 

I already told you about my meeting with the French Commercial Attaché in Cairo back in 2001.

 

But major astonishment awaited me back in 2019 (I think), when I read that, if the entire internet is down worldwide, Russia was already able to run it nationwide independently (for Russian servers), and that, in doing so, Moscow was the second state in the world after China to be able to act accordingly.

 

It was then only normal for me to ask:

-why not France too?

And it goes without saying that the same question can be asked about many other countries.

 

Then, one should also ask:

-why is there not a French Google, a French Amazon, etc., etc.?

 

The answer is simple: the failure of the Chiraquie and the either alien or incompetent successors of Chirac.

 

There is still worse: the dynamics of the various components of the world economy, the interconnection among some of them (: BRICS), the gradual de-dollarization, the internal conflict within the Western World, and the invariable inertia of France have generated a new world condition in which France, in striking difference from the last days of the second tenure of Chirac, appears to be already a third class state facing the risk of falling further into an even lower class, if no remedy is administered at once.

 

What do I mean?

First, I don't take into consideration the EU, because it is not a state, nor will it ever become one.

 

Second, speaking as of 2025, it would reasonable to view the world's 30 major powers ranked as per below (all parameters combined):

 

First rank states: US, China, and Russia

 

Second rank states: India, Japan, Brazil, and Germany

 

Third rank states: France, England, Italy, Indonesia, Mexico, Turkey, South Korea, and Iran

 

Fourth rank states: Spain, Pakistan, Saudi Arabia, Egypt, Bangladesh, Vietnam, Taiwan, Poland, Nigeria, Canada, Australia, Holland, Thailand, Argentina, and Malaysia

However, I believe that the entire political, financial, academic, and intellectual elite of France was increasingly confused after the departure of Charles de Gaulle, and the French people was misled being polarized around wrong dilemmas, fake promises, and false representations of the international reality. This situation resembles a boat which, sailing in the river without an engine and being pushed by the flow, entered a lake but lost its destination and stopped.

 

That's why many commentators, intellectuals, statesmen and politicians in today's France evoke Charles de Gaulle in the desperate hope that, by imitating his example, they will see the country making a major comeback. Unfortunately, this will not occur because now it is too late; this eventuality would stand a chance back in the early 1970s, when quite pathetically and absurdly under Georges Pompidou France accepted England in the then European Community.

 

It is only normal for a French today to find Chirac better than Macron, Mitterrand better than Hollande, Giscard better than Sarkozy, Pompidou better than all of them, and de Gaulle better than Pompidou; but this cannot lead anywhere, because the destruction caused, the damages triggered, the opportunities lost, the changes occurred, and the situation emerged forces a perspicacious observer to realize that France's possibilities to be reinstated, reconstituted, reasserted and reinvented go far beyond the temporal limits of the Fifth Republic, and of all regimes attested in France after the Congress of Vienna.

 

Tomorrow, in Unit 2 of my Second Response, I will explain to you why the person who will take France out of the present nightmare must wear the boot of Napoleon in his right leg and the escarping of Louis XIV in his left leg.
